Foreword
VINACONEX1’s culture (hereby called business culture) is specific
traits, general behavior standards with which all the staff in Construction
Joint Stock Company No.1 must comply. The culture expresses business character,
pride of officials in Construction Joint Stock Company No. 1 – VINACONEX1.
Thus, the staff will have a strong attachment as well as devote themselves to
success and development of the company.

GENERAL REGULATIONS
Article 1: Scope and persons to comply
The regulation defines culture standards for the following
persons:
1. Staff in the headquarter
2. Staff in the affiliated units
3. Workers on the site, in the factory
and in others under the company.
Article 2: Principles
in complying the business culture
Comply the business culture in line
with the following principles :
1. Be suitable to
cultural tradition, fine custom, national cultural identity and actual
social-economic condition
2. Be suitable to law
regulations, company management and executing rules
3. Be suitable to development
strategy and direction on building up, training and improvement in the staff in
the short-term and long-term.
Article 3: Targets in
complying with the business culture
1. Ensure efficiency
of construction and trading activities.
2. Set a standard behavior
manner for the staff in the headquarter and in the affiliated units in behaving
with Clients, colleagues and workers, which creates a highly professional staff
with good morality who work efficiently in term of construction and business.
Article 4: Logo, flag,
advertising information
1. Company logo: 
2. Business
flag: sky blue attached with logo.
3. Only use the
logo and flag for the purpose of the company. Don’t be allowed to use for other
purposes
4. Individual
affiliated units and headquarter’s staff must respect and have full
self-awareness of protecting the logo and flag as well as achievements, values
of the company.
Article 5: Banned
performance
1. Smoke in the
working place and meeting.
2. Use drugs in
any circumtance.
3. Use alcoholic
drinks
4. Use public
working means for the personal purpose.
5. Gather in crowd
to chat, disturb the peace to cause disorder in the working place
6. Use bad
language in the working place
7. Express masterful
behaviors…to cause troublesome problems in communications and behaviors.
CHAPTER II
SPECIFIC REGULATIONS
PART I: UNIFORM & CLOTHES
Article 6: Uniform
The uniform of the staff is the
official clothes used in the official ceremonials, formal meeting, the external
communication.
1. Male
uniform : suit, shirt and tie.
2. Female
uniform : traditional long-dress – Ao dai or suit.
3. Insignia.
Article 7: Clothes
1. Regarding to the
staff working in the headquarter as well as affiliated units, Wear the polite,
tidy clothes or clothes in line with the regulation (if any) ; don’t wear
T-shirts, too colourful clothes ; don’t wear footwears such as slippers in
the working place.
2. Regarding offcials,
engineers and workers working on the site, in the factory, wear Personal Protective
Equipment – PPE attached with logo and name of the company as regulated.
Article 8: Card for the staff
1. Use personal
name card in the workplace.
2. Regarding officials
and workers working in the factory or on the site, use the personal name card
in working.
3. The personal
name card includes company name, personal name, personal photo, position title,
personal code.
4. The General
Director regulates seperate type of card for officials and workers.
PART II: COMMUNICATION, BEHAVIOR OF THE
STAFF
Article 9: Communication and behavior of the staff
1. In working, strictly
comply contents, regulation of the company and law regulations.
2. Communicate and
behave in line with national habits and customs. The behavior must be formal, polite ;
language must be clear and coherent. In case of communicating with foreigners, need
support from the interpreter/translator assigned by the company if the person
doesn’t know foreign language.
Article 10: Specific
regulations on communication and behavior.
1. To client:
Formally and politely communicate and
behave with clients. In communicatiing and behaving with clients, protect trademark
of the company, satisfy clients and have well-prepared practical contents.
2. To inferiors:
Superiors elegantly, honestly and frankly communicate with inferiors.
Listen to and acquire ideas and
comments from the inferiors in the inquiring mind
Conduct or explain clearly,
specifically in line with job-related content.
Have clever, determined attitude in
solving sensitive problems.
3. To colleagues:
Honestly comminute, friendly cooperate
and help each other.
4. To superiors:
Communicate and behave correctly and
politely towards superiors.
5. To people:
Elegantly,
politely communicate with people. Listen to aspiration, ideas from
people ; clearly conduct and explain job-related contents in solving.
Article 11: Communication
in mobile phone, email and other comminications
The staff in
the company who use phone (both mobile and fixed), email or other
communications must be elegant, polite and respectful to the partners and clarify
personal name, position title. In communicating, use accurate, true and full
information to achieve the best target. Don’t suddenly interrupt the telephone
in communication.
PART III: DUTIES AND ASSIGNMENTS
Article 12: Working
time
1. Based on the
season and working condition, the General Director regulates working time and
specific time-break inline with regulations in the Labour Law
2. Ensure 8 working hours per day and
at least 44 hours per week.
Article 13: Work
1. While working,
the staff must have high responsibiliies, concentrate strength and intelligence
on assigned work. Don’t handle private affairs while working.
2. Cooperate each
other in work. Do the assignments following the regulated process and act.
3. Truly, clearly
and accurately report to the superiors. Prepare the report in advance. Don’t
allow somebody to self-distorb the truth for the private purpose.
4. Respect the
superiors. Actively greet the superiors in advance while meeting. When coming to
the superiors’ office for work, don’t allow to self-interrupt dialogue in case
the superiors are working with partners or another superior. In urgent need, ask
permission of the superirors in advance.
5. In negotiating,
communicating with partners, the inferiors are not allowed to self- interrupt
or say prior to being asked; in urgent need, ask permission of the superirors prior
to giving negotiation ideas.
6. In internal
meetings, work under control of the chairman. Don’t interrupt or self-give
ideas while others are presenting.
7. Ensure industrial
and environmental sanitation. Also, ensure working office to be tidy and clean.

WORKPLACE ARRANGEMENT
PART I: NATIONAL FLAG, PARTY FLAG & BUSINESS FLAG DISPLAY
Article 14: National flag, Party flag and Business flag display.
1. When to display flags:
Display the flags in the Company in the
following occasions:
a) National flag :
- Every Monday;
- Holidays regulated by the Government
and Hanoi City People Comminttee
- Meeting of the VINACONEX1 Company, VINACONEX
Corporation.
- Birthday Anniversaries of VINACONEX1
Company, VINACONEX Corporation.
b) Party flag:
- Party’s
Birthday, Independence Day and Party Congress Day of the Company, Corporation,
Hanoi City and National Party Congress Day.
c) Business Flag:
- Every day at the company
- At the
affiliated units and on the important project site owned or bidded by the Company
or Corporation : there are specific regulations.
2. Where to display flags:
Display the flags in the ceremonial
positions.
PART II: WORKPLACE DECORATION
Article 15: Company
nameplate
1. Company nameplate :
- Content of
the nameplate: Construction Joint Stock Company No. 1 – VINACONEX1 written in
both Vietnamese and English with full adress, telephone and fax number.
- Arrange the
nameplate at the main gate
2. Nameplate of the affiliated units
- Content :
Construction Joint Stock Company No. 1 – VINACONEX1, name of the affiliated
units, address, telephone and fax number.
- Arrange the
nameplate of the affiliated units at ceremonial positions within their main office.
3. Advertising panel at projects
- Arrange advertising panels at the
projects owned or bidded by the Company.
- Content : Vietnam Construction and Export-Import
Joint Stock Corporation – VINACONEX JSC. ; Construction Joint Stock
Company No. 1 – VINACONEX1, Company logo, project name, position title of the
company at the project, address, telephone, fax number and email of the
company.
- Dimension,
material, detailed content and position are specifically regulated by the
General Director
Article 16: Working
office
1. At the
office of company’s functional departments and affiliated units, hang nameplate
showing function, tasks of the department and affiliated units. At the office of
officials at the positions from Chief Accountant to Vice General Directors upward,
arrange nameplate showing name, position.
2. Arrange
table,chair, documents, other working means to be tidy and convenient to work. Regarding
positions such as Project Manager, Department Manager, Department Deputy
Manager upward, place nameplates with position, name on the working table.
3. Don’t burn
incense or set altar at the working office.
Article 17:Vehicle parking area
1. Arrange a vehicle parking area for
such vehicles as car, motobike, bycicle and others for the staff and clients.
2. Ensure the vehicle parking area to
be safe, orderly and stricly comply with regulation of fire prevention
3. Don’t charge parking fee from the
staff and clients.
CHAPTER IV
ATTITUDES TOWARDS THE STAFF
Article 18: Regulations and policies
The company is obligated to fully comply with the Law
regulations, policies and others towards the staff
Article 19: Gifts & presents
1. The company gives yearly gifts to the staff in the following occasions
- Staff’s birthday.
- Delivering retirement book to the
staff.
- Solar New Year, Lunar New Year,
Labour Day of May 1st and Independence Day of September 2nd
2. Functional levels in charge:
- To officials, staff in the headquarter, Manager, Deputy
Manager of the affiliated units, the company is in charge of the gift.
- To others else, the affiliated units are in charge of
the gift.
- Pursuant to the detailed regulations, the General
Director regulates the specific content of the Article.
Article 20: Study, visit or holiday organization
Based on yearly
Construction and Business condition, organize study, visit, holiday to improve
qualification and strengthen health for the staff.
Article 21: Company’s
Attitudes towards family of the staff
In case the staff gets married, gets
sick,injuried or loses a close relative, the Company
1. Gives present
in case of staff’s marriage
2. Visit, encourage
and give present to sick, injured staff
3. In case staff’s
close relatives (including staff’s parents, parents-in-law, husband, wife, offspring,
adopted children) pass away
The General Director specifically
regulates fund, financial support and authority level in charge.
Article 22: Cooperation,
assistance in difficulties, misfortune
1. When the staff
cope with difficulties andmisfortune in life
- The Company cares
and supports in money or present.
- With the
cooperation of the staff within the company, Trade Union organizes to mobilize
others to contribute financial assistance.
2. Responding to
the compaign with high spirit, Company and the staff assist finance for the
poor or misfortuned victims.
Article 23: Implementation provision
1. The regulation
has validity from the signing date
2. Memeber of
Board of Management, General Director, Vice General Director, Chief Accountant
and the staff have responsiblity in complying the regulation ./.
